Izzy Bickerstaff is the nom de plume of Joseph Addison, founder (1672-1719) of The Spectator magazine. There is no such novel, Izzy Bickerstaff Goes to War. It is a fictitious novel within a novel.

Juliet, the protagonist of The Guernsey Literary and Potato Peel Society, is the author of Izzy Bickerstaff Goes to War. It is her wildly popular publication and figures in the inciting action of this (TGLAPPS) epistolary novel.
