I've found 33 English Dubbed Episodes of Naruto Shippuden that are released online, no downloads or anything, and their completely free!
I have only found 4.
I've found and watched 17 episodes in E.Dub 18 isn't out yet...

I think there is 21 episodes so far that are dubbed you can watch and download them at www.narutospot.net and they are aired on tv disney dx
I would say most likely a naruto site or you tube or even a cartoon/anime site.depending on how old the episodes are you may be able to buy a dvd for $1.50 at buybacks.naruto.viz.com
