You're actually referring to two different songs.  The first song is called "White Horse", originally released as a B-side in 1983 by a Danish pop group called Laid Back.  In the USA, it was the band's only big hit.  Its lyrics were controversial and interpreted as encouraging/glorifying drug use ("white horse" being a slang reference for heroin).
 
The second song you reference is called "White Lines (Don't Don't Do It)", When originally released, the record was credited to Grandmaster + Melle Mel. This was done to mislead the public into believing that Grandmaster Flash participated on the record, when in fact he played no part and had already left the Sugar Hill Records label the previous year.
 
"White Lines (Don't Don't Do It)", which warns against the dangers of cocaine, addiction, and drug smuggling, was a favorite of dj's to mix in with Laid back's "White Horse".  In my opinion, mixing the two songs together was a sick (sick being "cool") way for dj's to mix the messages and get the floor moving.   2 songs, 2 different messages about drugs.  Mind you, First Lady Nancy Reagan launched the "Just Say No" drug awareness campaign in 1982. In a 1983 dance club the two-song mix had something for everyone.
