‘23’ are the first two numbers for a three digit country code. There is no such country that has the calling code "23.” The numbers "23” are the beginning of several calling codes in Africa which are: 232 for Sierra Leone; 239 for Sao Tome and Principe; 234 for Nigeria; 230 for Mauritius; 233 for Ghana;  238 for Cape Verde; 231 for Liberia;  235 for Chad;  237 for Cameroon; and 236 for Central African Republic. If you live in the United States, you have to dial 011, followed by the area (or city) code, then the number to make an international phone call. If you are in Europe, you must dial 00, the area or city code, then the number. If you are dialling within Africa, the rules vary from country to country. Make sure you follow specific guidelines because in some African countries, you are required to dial all of the digits (including the area code.)

Most of these countries have city or area codes. Sierra Leone has 32 for Bo y Kenema and 22 for Freetown. Sao Tome and Principe does not have city or area codes, and neither does Mauritius. Liberia is another country that does not have region or city codes, along with Cameroon. Neither does Central African Republic. Nigeria has dozens of city codes. 1 is for Lagos, 2 is for Ibadan, 9 is for Abuja and 33 is for New Bussa. The area codes in Ghana are assigned by region of the country. They are currently undergoing a transition between old calling codes, and new ones. Each city in Cape Verde has a different code. For example, 242 is for Santa Maria, 26 is for Santiago, and 284 is for Sao Jorge. The prefixes for the ambulance is 130, and 132 is for the police. Chad has only two area codes: 69 for Moudou and 51 for N’djamena.

Well, my dear I had also a phone code of 234 and it is from NIGERIA and you have 23 so please check the three digits,,, as a lady told you previuosly.

23 could be a country code of UK (Southampton). As mostly the country code consists of 3 digits but you mentioned only two; so the 23 code is used for many other countries like for
  • Mauritius its 230
  • Liberia its 231
  • Sierra Leone its 232
And so on

Uk national dialing code is 44, southampton's internal code is 23 so to dial southampton from outside Uk you'd dial 4423######, but 23 is the first 2 of the 3 digit codes for the african states

23 is not a specific code. It likely will be somewhere in africa. Depends on the 3rd digit

I believe +23 is not a complete country code for this require a third digit to complete the country and specify one of ten possible countries in Africa.

Uk is 44, 23 is part of an african country, you need the 3rd to determine where, 234 is nigeria for example
