The song you're thinking of is Intermission by R. Kelly, as featured on the 2003 version of the album 12 Play. R.

Kelly is widely thought of as one of the best R&B singers of all time and has released eleven albums as of July 2012. His thirteenth CD, called Black Panties, is to be released in 2013.

The album is from 1993 not 2003, and you got some of the lyrics wrong. He said "they used to call me Snakes, but now I'm walking to the bank" and at the end he said "Put your money up there and we can shoot some ball right on 18th street" (south side of Chicago)
