Try www.classpiano.com/free_sheet_music to see if they have these songs or any of Justin Bieber's music. The site does say they have 'Never Say Never'.

Though the site www.classpiano.com/free_sheet_music/never_say_never.html exists you may not find the other music for free. You may also find that the sheet music is only free through a video that someone else has created to show you how to play the song on the piano.

All written items are copyrighted including sheet music. Some sheet music that is older may be outside of the copyright and therefore a site can offer it for free. Legally, printing a copy of the actual sheet music for Justin Bieber songs is still under copyright and therefore no site should be offering the music for free. The site mentioned above uses videos to teach you how to play the song for free. This can technically be within legal means because you do not download the music, but instead learn how to play the song.

If you follow this link you may find plenty of sheet music for Bieber's songs. Well its very hard to find, but I recommend just going to youtube  and learning how to play it from someone on there. Also type it in google.
