No, I do not believe that Game of Thrones is aired anywhere expect HBO during the season's run. You can't download it or watch it anywhere live (legally) expect with a HBO subscription, until the season has finished and the episodes are released on DVD, iTunes or Netflix. I think the only way to watch it whilst it's airing on TV without a HBO subscription is to torrent it or stream it.

HBO made things a bit difficult for those who are not subscribers, especially because Gameof Thrones is one of the most-pirated TV series worldwide. However, this actually happened because HBO refused to allow the series to be showed on Netflix, Amazon Prime or similar websites.
A solution would be to sign up to HBO, buy a TV package in your country (for example in the UK they are Sky and Virgin and I think you can see some episodes there). Alternatively you can wait for DVD and Blu-Rays.
Otherwise, you might go for illegal ways such as Torrent or other methods for downloading.
I know this doesn't sound too great but unless HBO makes things easier for the fans and the audience I don't think there will be a better solution.
No, Game of Thrones is not on Netflix. It is mostly aired on HBO, and different regions have different censorship. If you want to watch the complete uncensored version of it then you can leech it using various torrent sites. They are readily available online.
