In my opinion, circuses should shut down altogether. If you want to see animals, you can go to a zoo. I don't like zoos either, but at least the animals are not made to perform.
The only animal that needs to be banned from circuses is the Human animal. Zoos are another story, although they are a form of entertainment for many people, many of them do a lot of good work preserving species that are endangered. And research into the cultures that many animals have developed.
