Well actually, he has 9 kids, if you'd watched the series from series one you'd know that. The names of his children are...Phillip, Ian, Fiona, Carl, Debbie, Liam, Nigel and Delilah (twins from his previous partner Sheila, left in the middle of series 4) and Stella.

He has 10! Fiona, Lip, Ian, Carl, Debbie, Liam, Nigel, Delia, Stella and he had a child with Monica's mother that we never seen. He slept with her the night of Monica's 16th birthday!

I think Frank saying he has 10 kids instead of 9 was intended by the writers. Throughout the show he's always being talked about by the community and how he can never remember how many kids he's really got and what their ages are.

Shameless is the name of an innovative British comedy sitcom, the backdrop of which is set in the imaginary Chatsworth Estate in the city of Manchester in England. The series was critically acclaimed by some members of the English media as varied as the tabloid The Sun and the arts show Newsnight Review on BBC.

The series revolves around the life of the Gallagher family consisting of the father Frank Gallagher and his six kids, Phillip, Ian, Carl, Debbie, Liam and Fiona, who has not appeared in the show since the third series.

The confusion about Frank's children is probably a joke on the part of the writer's to add to the quirkiness and nonsensical theme of the show. It does not matter how many children Frank really has, the matter of importance is the kind of relationship that they share.
