I think it's the most easy and funny indirect way to learn kids and teens what should they learn in life (concepts,principles,traditions and short right ways of thinking)cartoon can help them to react with the others and help them being more imaginative and creative
besides improve their languages,make them free to say about them selves
so cartoon must be carefully prepared

Once upon a time, the purpose of cartoons was to give a kid something to do while mom and dad slept in on Saturday morning.  Now you can watch cartoons 24/7, so is there a purpose?

Well cartoons are used for entertainment, to provoke thought, make people laugh and train individual thinking. On the internet, cartoons are popular because they lend themselves well visually and are inviting to visitors. There is a real symbionic relationship between the web and cartoons. Daily web cartoon services also provide cartoons for web sites.

The purpose of cartoons are for pure entertainment and nothing els and as long as people watch and enjoy them they will make more. Hope this helps

Not to pick on suz...but many of the safety films that we show at work are animated. They hold peoples attention and they save on production costs. I'm sure that there must be other purposes.
