Let the number be x
((2x+3)/x)  +7= 5/3
take l.c.m
therefore (2x+3+7x)/x=5/3
(9x+3)=5x/3
3(9x+3)=5x
27x+9=5x
27x+9-5x=0
22x=-9
x= -9/22
so the number is  -9/22

I will assume you may mean this...

(2X + 3)/(X + 7) = 5/3

multiply through by (X + 7) ( distribute the 5/3 to this )

2X + 3 = (5/3)X + 35/3

(1/3)X + 3 = 35/3

(1/3)X = 26/3

X = 26
