If Emilie's suggestions didn't match what you're looking for, then the first song that comes to my mind which contains the lyrics "she's crazy like a fool" (sort of similar to what you suggested) is Boney M's song called Daddy Cool

The only problem with this theory is the song was released in 1971 (so quite far off from being 80s or 90s). Also the title of the song, Daddy Cool, is repeated so many times that I doubt you'd have forgotten it so easily.

Anyway, even if it's not the song you were looking for, this is a great excuse to share a wild video with some funk dance moves :)
