Have a resistance check first, if it is really shorted you need to reheat the solder joint and use a desoldering tool. If you don't have a desoldering tool, you can just cut the pins of the transistor one by one, or you can use unused toothbrush to brush away the solder joint while reheating it.
Shorted meaning the center pin and the rightmost pin is shorted. It is the collector and emitter
pins of the transistor, if it is not shorted then don't, there might be other that is partially shorted.
But be sure the unit is unplugged from the wall outlet when doing these.
