It was a TV series in the "way back machine".
It was called Mr. Lucky. He ran a posh casino / restaurant on a large freighter just beyond the then three mile limit off New York. He was a smooth operator who on one hand was into so-called non violent criminal activity and on the other hand was a "Robin Hood" character helping the poor and down trodden.
