I've found 33 English Dubbed Episodes of Naruto Shippuden that are released online, no downloads or anything, and their completely free!
I have only found 4.

I think there is 21 episodes so far that are dubbed you can watch and download them at www.narutospot.net and they are aired on tv disney dx
