Yes he is. For the my world tour North Korea got the most amount of points showing how many fans he has in that region. The only reason for him not to go would be because of the particular dislike of that portion of his fan base. Basically JB is not playing in korea because he hates asians.

I STILL don't know where all these people are getting this racist stuff from. He doesn't want to go to North Korea, so what? I doubt it's specifically because they're North Korean. Their communications with other countries don't seem to be very good, and they have done quite a bit of bad things in the past (not long ago). And when I say "they", I mean the government.
