The song you're thinking of is Jumper by Third Eye Blind. You can listen to the song here:
Jumper was released in November 1998, and was the last single on Third Eye Blind's self-titled album. The song was written after the band's manager told them a story about a boy who he was at high school with. This boy was bullied for being gay, and eventually committed suicide by jumping from a bridge. The song is also partly about singer Stephan Jenkin's own difficult childhood, and how he learned to "put the past away."
The song was also covered by Bedlight For Blue Eyes for the compilation album Punk Goes 90's.
