The song you're thinking of is Jumper by American alt-rock band Third Eye Blind. The song was released in 1998 as the fifth and final single from their debut album, which was also called Third Eye Blind.

What's The Song About?
Apparently, Jumper is based on a story about a high-school suicide. The band's manager told them the story, and Third Eye Blind decided to write a song about it.
