Though I think they might just keep editing the pitch of his voice to make him sound younger and girl-ish. They edit voices all the time...like they do for all the Disney singers. Justin has actually stated in an interview a while back that he has not yet gone through puberty. He may still not have had puberty but quite recently there has been a  slight change in the tone of his voice when he sings. Just take a look at his song 'Never Say Never'. Also, he may have had a very high voice on his earlier songs because he had not yet reached puberty or it was the overproduction of his voice. Hope this helps! :)

I don't think he has. He is short but that doesnt mean he hasnt... If you look at pictures of him he does not swet as much as a man who went throught puberty has. And lastly when you look at him in shorts or in a bathing suit you don't see any hair on his legs or underneath his arms, but not every one gets hairy legs and people go throgh different stages at different times.
